As of Dec. 30, 2024, Italy adopted an organic text that rationalizes and updates the subject of renewable energy: Legislative Decree 190/2024, known as the “Consolidated Text on Renewables (RES).”.
The decree sets out clear rules for the construction and operation of plants powered by renewable sources, for ancillary works, and for alterations, upgrades or renovations.
The main administrative tools introduced are three:
- Free activity: for minor or low-impact interventions.
- Simplified Habilitation Procedure (PAS): for medium-sized interventions according to defined thresholds and characteristics.
- Unique Authorization (AU): for large installations or those with relevant features, requiring a comprehensive process.
Through this approach, the legislation aims to reduce bureaucratic complexity by making the time and conditions for the implementation of facilities more predictable.
