{"id":1460,"date":"2025-11-28T18:06:56","date_gmt":"2025-11-28T18:06:56","guid":{"rendered":"https:\/\/mrwind.it\/?p=1460"},"modified":"2025-11-28T18:07:05","modified_gmt":"2025-11-28T18:07:05","slug":"litalia-accelera-lagrivoltaico-e-il-nuovo-fronte-della-transizione","status":"publish","type":"post","link":"https:\/\/mrwind.it\/en\/2025\/11\/28\/litalia-accelera-lagrivoltaico-e-il-nuovo-fronte-della-transizione\/","title":{"rendered":"Italy accelerates: agrivoltaics is the new front for transition"},"content":{"rendered":"<p>In Italy, renewables are no longer a niche sector: they now cover about 20% of gross final energy consumption and nearly 40% of electricity consumption, with a further jump in 2024, when clean sources met more than 41% of national electricity demand.<br \/>\nThe transition, however, is still far from Europe's 2030 goals and is increasingly shifting to solutions that integrate energy and land. Prominent among these are agri-voltaic (or agro-voltaic) installations, which are the focus of new MASE guidelines and dedicated operating rules.<\/p>\n<p><strong>The picture of renewables in Italy \u201cto date\u201d<\/strong><\/p>\n<p>According to official indicators, in 2023 the share of energy from renewable sources in Italy's gross final consumption stood at 19.6%, up but still well below the target of 38.7% set by the National Integrated Energy and Climate Plan (NIPEC) at 2030.<\/p>\n<p>On the electricity sector alone, the picture is more advanced:<\/p>\n<ul>\n<li>In 2023, renewables covered about 37% of gross domestic electricity consumption;<\/li>\n<li>by 2024, thanks to a strong increase in photovoltaics and wind power (more than 6-7 GW added in one year), renewables reached about 41% of electricity demand, accounting for nearly half of the total generated.<\/li>\n<\/ul>\n<p><strong>The main supply chains already in operation<\/strong><\/p>\n<p>In the Italian renewables mix today we find:<\/p>\n<ul>\n<li><strong>Hydroelectric<\/strong> - It is the historical pillar of the national renewable system. It remains the leading renewable source for electricity production, but has limited room for growth due to environmental and water availability constraints.<\/li>\n<li><strong>Photovoltaic<\/strong> - It is the engine of recent growth: thanks to utility-scale installations and residential deployment, it has seen record increases in installed capacity in recent years, thanks in part to Superbonuses, energy communities, and widespread self-consumption.<\/li>\n<li><strong>Onshore wind power<\/strong> - It is growing less quickly than planned, due to permitting complexities and local opposition, but it accounts for an important share of renewable generation, especially in the South Central regions.<\/li>\n<li><strong>Bioenergy (biomass, biogas, biomethane)<\/strong> - They play a significant role mainly in thermal and some industrial and agricultural segments, as well as in transportation through biofuels and biomethane fed into the grid.<\/li>\n<li><strong>Geothermal energy<\/strong> - A well-established supply chain but concentrated in a few areas (Tuscany primarily), with further potential especially for low-enthalpy applications in heating\/cooling.<\/li>\n<li><strong>Heat pumps and solar thermal<\/strong> - They fuel the renewable component in the thermal sector, which is gradually growing especially in the residential and tertiary sectors.<\/li>\n<\/ul>\n<p>Alongside these mature technologies, institutional attention is shifting to solutions that combine energy production, agricultural soil protection and climate adaptation. This is where agrivoltaics comes in.<\/p>\n<p><strong>What is agrivoltaics and why it interests Italy so much<\/strong><\/p>\n<p>For the ministry (formerly MITE, now MASE), a <strong>agrivoltaic system<\/strong> is a photovoltaic system that adopts solutions to preserve the continuity of agricultural and pastoral cultivation activities at the installation site.<\/p>\n<p>The 2022 guidelines distinguish three main levels:<\/p>\n<ol>\n<li><strong>\u201cSimple\u201d agrivoltaic system\u201d<\/strong>\n<ul>\n<li>Photovoltaics installed in a way that still allows cultivation or grazing.<\/li>\n<li>Not necessarily equipped with advanced technology, but designed not to take land out of agricultural use.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Advanced agrivoltaic system<\/strong>\n<ul>\n<li>Photovoltaic modules <strong>elevated from the ground<\/strong>, often on mobile structures or trackers, to allow machinery and agricultural activities to pass under the panels.<\/li>\n<li>Integration of <strong>precision agriculture tools<\/strong> and monitoring systems (microclimate, agricultural productivity, water conservation, soil fertility).<\/li>\n<\/ul>\n<\/li>\n<li><strong>Advanced agrivoltaic system<\/strong>\n<ul>\n<li>It is not just the electrical system, but a complex system that integrates agricultural activity and electrical production in a design way, enhancing the production potential of both \u201csubsystems.\u201d.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<p><strong>The key parameters of the MASE\/MITE Guidelines (June 2022).<\/strong><\/p>\n<p>The Guidelines on Agri-Voltaic Installations (June 2022) set a number of technical and agronomic requirements. In summary:<\/p>\n<ul>\n<li><strong>Prevailing agricultural land use<\/strong>\n<ul>\n<li>At least the <strong>70% of the surface<\/strong> of the agri-voltaic system must remain devoted to actual agricultural or pastoral activity.<\/li>\n<li>The parameter <strong>LAOR (Land Area Occupation Ratio).<\/strong>, which limits the portion of land actually occupied by PV structures (typically no more than 40%).<\/li>\n<\/ul>\n<\/li>\n<li><strong>Dual objective: agronomic and energy<\/strong>\n<ul>\n<li>Agricultural production under the facility must remain within a certain threshold compared to the previous situation (or compared to a control area).<\/li>\n<li>The specific electrical output of the agrivoltaic system must not fall below the <strong>60%<\/strong> than that of a \u201cstandard\u201d reference PV system.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Spatial integration and module height<\/strong>\n<ul>\n<li>Modules raised to allow passage of farm and livestock vehicles: indicative, <strong>\u2265 2,1 m<\/strong> for crops with use of machines and <strong>\u2265 1,3 m<\/strong> For livestock activity.<\/li>\n<li>Configurations that can include sloping or vertical panels, also used as protection from excessive radiation, hail and wind.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Continuous monitoring<\/strong>\n<ul>\n<li>Mandatory monitoring systems for: agricultural production, water consumption and savings, microclimate, energy productivity.<\/li>\n<li>In \u201cadvanced\u201d systems, monitoring must also consider soil fertility and resilience to climate change.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>In practice, agrivoltaics is not \u201cextra photovoltaics\u201d on fields, but a model that seeks to numerically demonstrate that the land continues to produce agricultural income while adding a source of energy income.<\/p>\n<p>The government's attention has taken the form of the <strong>MASE Decree Dec. 22, 2023, No. 436<\/strong> (\u201cAgri-Voltaic Decree\u201d), which implements Investment 1.1 \u201cAgri-Voltaic Development\u201d of the NRP.<\/p>\n<p><strong>The potential of projects with agrivoltaics<\/strong><\/p>\n<ul>\n<li><strong>Double income for farms<\/strong>: agricultural income + energy income, with greater resilience against agricultural and climate price volatility.<\/li>\n<li><strong>Climate Adaptation<\/strong>: controlled shading, reduced soil temperature, lower water stress, and the possibility of integrating more efficient irrigation systems.<\/li>\n<li><strong>Efficient land use<\/strong>: solar energy does not \u201cconsume\u201d agricultural land but shares it, meeting measurable parameters (70% agricultural area, LAOR, minimum productivity).<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>In Conclusion, agrivoltaics as a test case for the Italian transition<\/strong><\/p>\n<p>The overall picture says two things:<\/p>\n<ol>\n<li>Italy lags behind the overall renewable targets, especially when looking at gross final consumption: the 19.6% in 2023 is still far from the 38.7% in 2030.<\/li>\n<li>On the electrical front and in particular<strong> On photovoltaics, the growth is very rapid<\/strong>, with renewables covering more than 41% of national electricity demand in 2024.<\/li>\n<\/ol>\n<p>In this scenario, agrivoltage represents:<\/p>\n<ul>\n<li>one <strong>technology-bridge<\/strong> Between agricultural and energy policies;<\/li>\n<li>a <strong>regulatory laboratory<\/strong>, where innovative criteria are being tested (agronomic monitoring, indicators such as LAOR, minimum thresholds of agricultural and electrical productivity);<\/li>\n<li>a <strong>governance test<\/strong> between the state, regions, environmental authorities and the agricultural world.<\/li>\n<li><\/li>\n<\/ul>","protected":false},"excerpt":{"rendered":"<p>In Italia le energie rinnovabili non sono pi\u00f9 un settore di nicchia: coprono ormai circa il 20% dei consumi finali lordi di energia e quasi il 40% dei consumi elettrici, con un ulteriore balzo nel 2024, quando le fonti pulite hanno soddisfatto oltre il 41% della domanda elettrica nazionale.
